I.C.B.P ”N.SIMIONESCU” with headquarters in B.P.Hasdeu Street, no. 8, sector 5, Bucharest, is organizing a competition to fill a vacant position of scientific researcher (single position), full-time for an indefinite period, in accordance with Law no. 183/2024 on the Status of Research and Development Personnel, COR Code 213136, net salary grade 1, 3664 lei, Department of Medical and Pharmaceutical Bionanotechnologies.
GENERAL CONDITIONS FOR PARTICIPATION IN THE JOB COMPETITION:
a) has Romanian citizenship or the citizenship of another member state of the European Union, of a state party to the Agreement on the European Economic Area (EEA) or citizenship of the Swiss Confederation;
b) knows the Romanian language, written and spoken;
c) has the capacity to work in accordance with the provisions of Law no. 53/2003 - Labor Code, republished, with subsequent amendments and supplements;
d) has a state of health appropriate to the position for which he/she is applying, certified on the basis of a medical certificate issued by the family doctor or by the authorized health units;
e) meets the requirements of studies, seniority in the specialty and, as the case may be, other specific conditions according to the requirements of the position put up for competition;
f) has not been definitively convicted of a crime against national security, against authority, against humanity, corruption or official offenses, forgery or perversion of justice, offenses committed with intent that would make a candidate for a position incompatible with the exercise of the contractual position for which he/she is running, except in the case of rehabilitation;
g) is not serving a complementary sentence by which he/she was prohibited from exercising the right to hold the position, to exercise the profession or job or to carry out the activity that was used to commit the offense or the security measure of prohibiting the holding of a position or the exercise of a profession was not taken against him/her.
Requirements for the position of scientific researcher (CS)/beginner researcher (R1):
- higher bio-medical studies, PhD students;
- basic knowledge of biochemistry, cellular and molecular biology techniques;
- knowledge of English, intermediate level;
- meeting the minimum standards for CS.
Responsibilities of the position of scientific researcher (CS)/beginner researcher (R1):
- the unique activity of determining the electrokinetic potential of drug-carrying nanoparticles developed for the therapy of cardiovascular diseases;
- work with biochemistry, cellular and molecular biology techniques and the use of experimental models in vitro (cell cultures) and in vivo (animal models);
- activities in the field of vascular inflammation and nanotherapies (the use of nanoparticles for the targeted transport of drugs and nucleic acids).
For the professional degree CS / R1 the minimum mandatory standards are the following:
a. to be a graduate with a bachelor's degree or a diploma of long-term university studies, or a graduate with a master's degree in the specialty or in a related field
b. to have the status of a doctoral student or doctor in the specialty of the job disciplines or related to it:

d. a scientific article published, either in an ISI indexed journal as a co-author, or in a BDI indexed journal, as the main author.

The file must contain the following documents also provided in Annex DA (each document in the physical file will be scanned according to a list, Annex 6A, and saved on a memory stick):
signed application for registration for the competition, to which is attached a declaration on one's own responsibility by which the candidate attests to the veracity of the information presented in the file (Annex 1A and Annex 3A);
curriculum vitae according to the EUROPASS model signed by the candidate (Annex 3), which must contain: i. studies completed and diplomas obtained; ii. professional experience and relevant jobs previously held; iii. research, development and innovation projects led as project director and grants obtained, if applicable, indicating for each funding source, the volume of funding and the main publications or patents resulting from them; iv. awards or other elements of recognition of scientific contributions;
list of publications, works, articles/studies, patents selected by the candidate based on their relevance to their own scientific research activities, signed in original by the candidate (Annex 4). The list must necessarily contain: i. list of no more than 10 scientific publications, the most relevant, such as: author's books, articles/studies/chapters, edited volumes, works; ii. list of patents and other industrial property titles; iii. list of author's books and edited and published volumes; iv. list of articles/studies in extenso, published in journals from the main international scientific flow; v. list of other scientific works and contributions;
verification sheet of the fulfillment of the research organization's own standards, completed and signed by the candidate (Annex 5A);
copy of the bachelor's or equivalent/master's/doctoral degree, as the case may be. In the event that the candidate declared the winner does not hold a diploma issued by a higher education institution in Romania, he/she must submit a copy of the original of the certificate of recognition or equivalence thereof before being hired and signing the individual employment contract, under penalty of not issuing the administrative act of hiring for the position;
copy of the identity card or any other document attesting identity, according to the law, as the case may be, certified by the candidate according to the original, the name in clear print and the signature;
copy of the marriage certificate or proof of name change, as the case may be, certified by the candidate according to the original, the name in clear print and the signature;
medical certificate attesting to the appropriate state of health, issued by the candidate's family doctor or by the authorized health units no later than 3 months prior to the competition;
signed declaration of consent for the processing of personal data (Annex 4A);
criminal record certificate;
copy of the birth certificate, certified by the candidate according to the original, the name in clear print and the signature.
The cover form is completed by the candidate (according to Annex 2A).
NOTE:
The competition file is registered at the IBPC-NS secretariat, the documents that are in copy are mentioned "according to the original", signed and dated.
The candidate will submit the file for the purpose of registering for the competition, both in physical format and in electronic format uploaded to a memory stick and sent to the e-mail address: secretariat@icbp.ro. Each document in the physical file from letters a)-k) will be scanned according to the list (Annex 6A) and saved on the stick.

Competition files are submitted starting from 22.01.2026 until 23.02.2026, 2:00 p.m. to the institute's secretariat.
Type of competition tests
The competition consists of an analysis of the application file, a written test and an oral test.
The award of points is based on the following criteria:
a. the relevance of the results of the research and/or innovation activity, in relation to the topic of the position for which the candidate is applying;
b. the impact of the research and/or innovation activity and the candidate's scientific results, in relation to the topic of the position for which the candidate is applying, reflected in scientific publications;
c. the international scope of the activities, reflected in scientific publications, patents, participation in scientific conferences, individual and institutional collaborations, projects, prestigious scholarships, the quality of professor/visiting researcher, member of the editorial boards of top journals in the field;
d. the ability to attract research funds or to collaborate with public and/or private research organizations and to lead research and development projects;
e. professional prestige;
f. organizational capacity;
g. ability to mentor young researchers or students;
h. ability to transfer knowledge and results to the economic or social environment or to popularize one's own scientific results;
i. ability to work in a team and the efficiency of their scientific collaborations, depending on the specifics of the candidate's field;
j. professional experience in institutions other than the institution organizing the competition.
